Last week Aaron Smith, president and CEO of the Offshore Marine Service Association, testified before the House Subcommittee on the Coast Guard and Maritime Transportation. As the head of a group which the Jones Act it was no surprise that Smith used his to press for an even more restrictive interpretation of the law's provisions. Shortly after that statement he then had this exchange with Rep. Bob Gibbs (R-OH), the subcommittee's Ranking Member:. Gibbs : "We're exporting LNG now—largest producer in the world of natural gas and oil. And my understanding is...we pick up LNG shipments in the Gulf area and then they export to other countries but to get LNG in needed areas of the country, like in New England area for example, they have to get it.

and. Pharmaceutical companies rely on direct-to-consumer advertisements to reach potential customers and extol the benefits of their medications. This type of “commercial speech” enjoys protection under the First Amendment, though not to the same degree as other forms of expression. Merck v. HHS tests the limits of the federal government’s ability to control and compel commercial speech. Several drug manufacturers and a professional organization of advertisers, whose businesses are affected by a Department of Health and Human Services rule requiring direct-to-consumer television ads to include a disclosure of the wholesale price of the advertised drugs, sued to block the rule. This rule was promulgated through the Centers for Medicare and Me.

Over on twitter and elsewhere, I often hear vague allegations along the lines of "China cheats on its WTO obligations" ( from Senator Tammy Baldwin: "China has refused to play by the international trade rules they agreed to and they should be held accountable"). There are two aspects to the issue of China's compliance with WTO obligations.

Over the weekend, the U.S. Citizenship and Immigration Services (USCIS) an earlier on arrests and apprehensions of illegal immigrants who requested Deferred Action for Childhood Arrivals (DACA). The updated report shows that of the 888,818 people who applied for DACA, 118,371 had been arrested at one time or another. Many of those arrested were not approved for DACA, but some were because many arrests don’t lead to convictions. Those 118,371 people had been arrested a total of 202,025 times for all crimes and civil infractions, including violations of immigration law. Subtracting the number arrested for immigration infractions lowers the number to 95,343 DACA applicants being arrested. The DACA applicant arrest rate was 80 percent below the.

In the midst of the big U.S.-China trade talks/tariff wars that are ongoing, it is worth noting some much smaller trade talks that have been taking place between New Zealand and China. The basic story is that New Zealand and China signed a trade deal in 2008, and have just now completed an "upgrade" to that deal. There are some differences in the nature of the U.S.-China talks and the New Zealand-China talks, but nevertheless, there may be some lessons to draw from the New Zealand-China situation. The first thing to mention is that both sides consider the original deal to be a success. Here's how New Zealand :. The New Zealand-China Free Trade Agreement (FTA) has been a success story. Since the FTA came into force in 2008, two-way trade (exp.

Yesterday, the Trump administration announced it would end a decades-old practice of allowing sheep and goat herders to enter the United States as guest workers under the H-2A program. U.S. Citizenship and Immigration Services (USCIS) published that overturn its historical practice of allowing sheepherders to receive three consecutive, back-to-back grants of H-2A status for 364-days (or similarly lengthy periods). Congress should protect the herding industry. The bipartisan Farm Workforce Modernization Act, which I have previously reviewed and is currently moving in the House, would address this issue in multiple ways, but other options exist to stop this assault on an important legal immigration program from occurring. requires that H-2A s.

Pew Research Center recently released a wonderful new that estimates the illegal immigrant resident population in European Union and European Free Trade Association (EU-EFTA) countries. This is the first systematic report to estimate Europe’s illegal immigrant population along the lines that Pew and others use to estimate the U.S. illegal immigrant population. Illegal immigrants are a much larger population in the United States than in Europe. Pew estimates that there are 3.9 million to 4.8 million illegal immigrants in EU-EFTA as of 2017. Those illegal immigrants come from countries outside of the EU-EFTA area, which is an area that mostly overlaps with the Schengen visa-free movement zone. About 1 million illegal immigrants in EU-EFTA hav.

Deval Patrick announced that he is entering the 2020 race for the White House. Patrick was a Democratic governor of Massachusetts from 2007 to 2015. Cato scores the nation’s governors every two years on their fiscal policy records, assigning grades of “A” to “F” from a limited-government perspective. We assigned Patrick an “F” in 2014, a “B“ in 2012, and a “D” in 2010. The grades cover tax and spending policies only, not other economic policies. Here’s what we concluded on :. Governor Patrick’s low score results mainly from his record of proposed and enacted tax increases. In 2012 he proposed higher taxes on cigarettes and corporations. In 2013 he signed into law increases in sales taxes, cigarette taxes, and gas taxes. The cigarette tax was.

The Albrecht family of Germany is. in the world. They earned their wealth from innovations in price-slashing for European grocery shoppers. Their Aldi grocery chain is now spreading across the United States and bringing savings to millions of lower- and middle-income families. I profiled Aldi in . Rather than bashing the rich, Bernie Sanders, Elizabeth Warren, and other liberals should be praising wealthy entrepreneurs and corporations, such as Aldi, that are reducing poverty through aggressive market competition. Aldi was the subject of a . Snobby British observers did not think Aldi would succeed because they assumed consumers didn’t mind high prices. Aldi proved them wrong. UK grocery chains were used to fat profits. Aldi eliminated them.

Without comment or dissent, the Supreme Court on Tuesday turned down a certiorari petition asking it to review a suit against gunmaker Remington over the Sandy Hook massacre, thus allowing the suit to proceed for now. The , as green-lighted by the Connecticut Supreme Court over a dissent from three of its seven justices, claims that Remington violated the broad provisions on deceptive marketing of a state unfair-trade-practices law, the Connecticut Unfair Trade Practices Act (CUTPA). It should be emphasized that the case is still at an early stage and that the Justices will probably be presented with further opportunities to pronounce on its compatibility with the federal law that pre-empts most gun suits, the Protection of Lawful Commerce

For months, transfixed populations around the world have watched as anti-government, pro-democracy demonstrations continue to convulse Hong Kong. The frequently violent disruptions are producing highly negative economic effects. More than a month ago, data indicated that hotel bookings in Hong Kong were from a year earlier, as both business travelers and tourists sought to avoid being caught up in the turmoil. Demonstrations—and sometimes pitched battles between protesters and police--at Hong Kong’s international airport have produced extensive flight cancellations, and the airport has had to shut down entirely on several occasions. Thus far, the central government in Beijing has adopted a relatively restrained approach and not trampled on

The Jones Act has been a blight upon the United States for nearly 100 years. That the law survives despite its well-documented costs can in large part be ascribed to frequently-made it is vital to U.S. national security. Such claims should be greeted with a skeptical eye. As I explain in a , decades of evidence suggest any contributions made by the law to national security are vastly overstated. In fact, there is considerable reason to think the Jones Act is a net national security liability. The facts are these: under the Jones Act’s watch the U.S. maritime sector has suffered grievous setbacks. Numerous shipyards have closed, the domestic fleet’s numbers have dwindled, and the pool of mariners that the military draws upon to crew its seal.

A issued by Amtrak last week would, if it were published by publicly traded firm, be a violation of securities laws and regulations. The press release claimed that Amtrak's FY 2019 annual financial report, which has yet to be published, would show that passenger revenues covered 99 percent of operating costs. Amtrak officials further projected that the company would for the first time in its history in 2020. Neither of these claims are true because they grossly misrepresent what the annual report will say in two ways. Most important, the annual report will identify depreciation as one of Amtrak's biggest costs, amounting to nearly 20 percent of its budget. Depreciation was $807 million in Amtrak's 2018 annual report, and is projected to be

Presidential candidates Bernie Sanders and Elizabeth Warren have each proposed an annual wealth tax on the richest Americans. There are so many flaws with such a tax that it probably would not pass Congress. If it did pass, it would likely be repealed soon after as the damage became obvious even to the politicians. The number of European countries with annual wealth taxes has fallen from 12 in 1990 to just 3 today. The Europeans found that wealth taxes induced avoidance, evasion, and capital flight, . The taxes were also full of exemptions and raised relatively little revenue. Let’s look at that last issue. Warren and her advisors that her wealth tax with rates of 2 and 3 percent would raise 1 percent of GDP in revenues a year, or $2.75 tri.

Homeschooling continues to be a popular option for many U.S. families as they seek alternatives to conventional mass schooling. In my September for Cato, I argued that homeschoolers should generally support the expansion of education choice programs, whether or not they personally benefit from such programs, because an environment of education choice empowers parents to consider a variety of options for their children, including homeschooling. I spotlighted four states, Ohio, Florida, Wisconsin, and North Carolina, that have some of the most robust education choice programs in the country, and that also demonstrated increases in the homeschooling population while the K-12 public school population declined. My briefing paper was clearly corr.

In what it hailed as a “,” on November 8, the Centers for Disease Control and Prevention published the results of its of lung fluid samples from 29 different patients hospitalized for vaping related illness in 10 different states. All 29 samples were found to contain vitamin E acetate, the synthetic form of vitamin E. Vitamin E acetate is an oil, and is suitable for ingesting, but can cause severe lung damage if inhaled. Vitamin E acetate is commonly used as the vehicle for delivering THC, the psychoactive ingredient in cannabis, in vaping cartridges. The CDC that 86 percent of the patients sampled said they had vaped an illegal THC product. This was based upon self-reporting, so the actual percentage may be higher. As long as federal marij.

Two developments in recent days highlight NATO’s mounting crisis of relevance. One was French President Emmanuel Macron’s that ““What we are currently experiencing is the brain death of NATO.”It was not a casual, off-hand comment either. When asked whether he still believed in the Article 5 of the North Atlantic Treaty, under which an attack on one ally is considered as an attack on all, Macron answered: “I don’t know.”Indeed, Macron has been in the vanguard of efforts for several years to create an independent “Europeans only” defense capability through the European Union, a move that reflects declining confidence in NATO’s unity or reliability. A statement coming out of Berlin at approximately the same time as Macron’s comment illustrat.
