Following the announcement earlier this week that the European Securities and Markets Authority (Esma) had changed the rules on short selling, Leonard Ng, partner at law firm Sidley Austin has comented on two key aspects of the restrictions set in place. On 16 March, Esma announced () that holders of net short positions in shares traded on a European Union regulated market would be required to notify the relevant national competent authority (NCA) if the position reaches or exceeds 0.1% of the issued share capital.

BME, the operator of systems underpinning the Madrid, Barcelona, Bilbao and Valencia stock exchanges, has announced that listed companies will be given more time to report results because of the effect of Coronavirus in Spain. Citing the need to adopt extraordinary measures, BME said that periodic information could be delayed for up to six months after the end of the fiscal year. Its statement read:. To protect the interests of investors in the funds, Columbia Threadneedle Investments has temporarily suspended dealing in the Threadneedle UK Property Authorised Investment fund (Threadneedle PAIF) and the Threadneedle UK Property Authorised Trust (Feeder fund) from 12pm on 18 March 2020. This means that investors are temporarily unable to buy or sell shares in the Threadneedle PAIF or its Feeder fund.

Vanguard has seen its total market bond ETF (BND) suffer from the recent volatility, with its 12 March closing price trading on a 6.2% discount to NAV. As , fixed income market disruptions in the week beginning 9 March caused greater disparity than is typical between the price of bond ETFs and the value of their constituent bonds, leading to this discount. Fixed income ETFs tend to trade at a premium, rather than discount, to NAV, with BND's average closing premium totalling 0.17% since its launch in 2007. BlackRock has made further strides in its commitment to making sustainability its standard for investing by broadening its range of fixed income sustainable exchange traded funds (ETFs) with a suite of three ultrashort bond environmental, social and governance (ESG) products. The three new funds are ESG equivalents of existing iShares Ucits ETFs and provide USD, EUR and GBP exposure to investment grade, very short duration fixed and floating corporates across industrials, utilities and financial companies.

The Swedish Financial Superisory Authority ( Finansinspektionen, FI ) has determined that the loss of income due to Coronavirus constitutes "special grounds" necessary for lenders and borrowers to legally stop amortisation payments on loans. The regulator has for a number of years sought to increase the amortisation burden to lower household leverage ratios, which surged in response to sharp rises in property prices over the past decade, leading borrowers previously on interest only or very low amortisation mortgages increaed their borrowings to fund discretionary spending on things such as cars, boats and holidays. France's financial markets regulator has said it is banning any creation or increase in net short positions for an initial period totallying 30 days, subject to an opinion from Esma, the European Securities and Markets Authority. The ban constitutes an initial period of 20 days, implemented by AMF's chairman according to Article L 421-16 II of the code monétaire et financier and Article 20 of the European Short Selling Regulation. The AMF board has extended this by an additional 10 days. It takes effect from midnight on 18 March until 16 April. As per Esma's own recent announcement also reported by InvestmentEurope - - the ban does not affect market making activities. In the wake of the Kames suspension, Janus Henderson's £2bn UK Property PAIF has also been suspended as a result of "market uncertainty". According to its website, despite a cash position the fund has maintained to meet a "reasonable" level of redemptions, the "significant market uncertainty" caused by the coronavirus pandemic has led to CBRE declaring "material uncertainty of valuations" in relation to all direct property assets owned by the fund. The Danish mortgage bonds market has shown its resilience thus far to the Coronavirus crisis that has swamped Europe's capital markets, sending equity prices to lows not seen since the global financial crisis. UK chancellor Rishi Sunak has unveiled a raft of financial measures to shore up businesses and families hit by the Coronavirus pandemic.
