The Interior Department had stopped charging the rents at the end of 2018 to review company complaints that former President Barack Obama’s administration had increased them too much, making them uncompetitive with rents on private property. The Interior Department declined repeated requests to comment on the outcome of that review, or the issuance of the retroactive rent bills. A budget document on the Interior Department’s web site shows it expects to collect $50 million in rent fees for wind and solar projects in 2020, up from $1.1 million in 2019 and $21.6 million in 2018.

The research suggested project operators are incentivised to maintain turbines during the first decade by the tax credit support system. The fall in performance is noticed more acutely after a project is no longer receiving the subsidy. As the production tax credit (PTC) is paid in line with a turbine’s output, operators maximise the benefit of the support before it is phased out by keeping their turbines in better condition to maintain output levels, the researchers explained.

Researchers at the Lawrence Berkeley National Lab (LBNL) analyzed the performance of 917 wind plants in the United States and found steep declines in performance after the first 10 years of operation. The performance drop coincided with the plants losing their eligibility for the production tax credits (PTC). This could signal project owners are less interested in maintaining the turbines once the tax credits have ended.
