The Moon Jae-in administration has been at odds with doctors over its healthcare reform bills that will increase the number of medical students admitted to universities and establish a state-funded medical school. The government said July 23 that it wants to produce more doctors to broaden the reach of public health care services as the necessity for this was confirmed with the onset of the ongoing COVID-19 pandemic. As soon as the plan was made public, however, doctors' groups were up in arms immediately, vowing to go on strike.

A former South Korean solider, who was forcibly discharged after a sex reassignment surgery, on Tuesday filed an administrative suit against the Army's decision, saying it was unconstitutional. Byun Hee-soo, 22, who had the rank of staff sergeant, underwent the operation in Thailand last year and expressed desire to serve in the female corps. The Army, however, kicked her out in January, citing the Military Personnel Management Act. It said the case "constitutes a reason for being unable to continue service" due to mental and physical disabilities. It officially dismissed Byun's petition in July. Byun and a supporting civic group announced the launch of a formal legal battle during a press conference in Seoul.

This column follows up on my earlier piece about the autocratic moment. At that time, I commented on the rise of authoritarian and totalitarian leaders in global nations this century as a phase to be endured. Xi, Putin, Kim Jong-un, and sadly, Donald Trump, all fit the mold. There are others; such as Duterte. My purpose remains to instill patience and determination in the hearts and minds of democratic citizens and fans of democracy worldwide. Recent events only make that more important.
