The ELEVATE Act would promote subsidized employment, as automatic stimulus, as well as a variety of related benefits for low-income individuals, including welfare recipients, the long-term unemployed, and formerly incarcerated individuals. The Act would provide sharply rising federal payments to states for these employment subsidies and related benefits. In states with high unemployment rates, the subsidies would be paid 100 percent by federal funding.

The real debate involves the two middle options: collective balancing and comprehensive pressure. Collective balancing would rely on U.S. cooperation with allies and partners to prevent China from constructing a regional sphere of influence or displacing the United States as the world’s leading power. Comprehensive pressure would go further, attempting not simply to counter-balance Chinese influence overseas but to actively erode China’s underlying political, economic, and military power.

Sanders’ policy proposals are as far left as the rest of the Democratic vanguard.
